Christopher D. Belen

Chris is the Senior Litigation Counsel for E-Discovery in the Department of Justice’s Civil Division. In that capacity, he advises Civil Division attorneys, leadership, and staff on a wide-variety of issues and strategic decisions relating to electronic discovery in litigation and government investigations. He also counsels and trains agencies throughout the federal government. In connection with his work at the Civil Division, he was honored as a recipient of the Federal Bar Association’s 2015 Younger Lawyer Award. Previously, Chris was a trial attorney and Senior E-Discovery Coordinator in DOJ’s Tax Division. Chris successfully represented the United States and its officers in a wide variety of affirmative and defensive civil litigation across the United States, including pre-suit investigation, discovery and motions practice, jury and bench trials, and through post-trial matters and judgment enforcement. Chris graduated with honors from Pennsylvania State University’s Dickinson School of Law, serving as the editor-in-chief of the Penn State International Law Review. He received his B.A. from Millersville University of Pennsylvania.
