Dean serves as minority staff director for the U.S. Senate Subcommittee on Public Health, and as senior health policy advisor to the Subcommittee’s ranking Republican, Senator Bill Frist, the Senate’s only physician. Before joining the Subcommittee, Mr. Rosen was senior vice president of policy and general counsel for the Health Insurance Association of America. He came to the HIAA from the House Ways and Means Health Subcommittee, where he served as majority counsel and was responsible for issues relating to Medicare, health care financing and delivery, access to care, and quality. Prior to working with the Health Subcommittee, Mr. Rosen was health policy coordinator and majority counsel to the Senate Committee on Labor and Human Resources, where he was the key Senate staffer drafting the Health Insurance Portability and Accountability Act (HIPAA).
