Joseph Seon Hur

Joseph is recognized as a leading authority on Korean competition law and its enforcement. He joined Yoon Yang as a senior consultant in 2006 after serving as Secretary General of the Korea Fair Trade Commission (KFTC). During 16 years as a KFTC official, Joseph investigated the Microsoft bundling case in 2006 and the first extraterritorial application of Korean competition laws in the Graphite Electrode and Vitamins international cartel cases. During his tenure, he enhanced the corporate leniency program in 2004 and investigated major cartel cases such as the Korean mobile phone price-fixing (with fine of US$100 million), flour cartel, and chemical product cartel. Since joining Yoon Yang, Joseph has consulted on major antitrust investigations such as abuse of dominance cases involving Qualcomm, Intel, and Merck and international cartel cases involving multinational corporations. He served the international competition community as a Vice Chair of OECD Competition Committee and as Chairman of Membership of Working Group of ICN. He is the author of Competition Law/Policy and Korean Economic Development and has published leading articles on the extraterritorial application of Korea competition law.
