Pat's practice focuses primarily on healthcare regulatory matters. She advises health care providers on HIPAA and other privacy/confidentiality laws, Medicare and Medicaid reimbursement, and other regulatory and business matters. In addition, she advises employers on HIPAA, ERISA and other health plan issues. Prior to becoming an attorney, Pat had a successful 14-year career in health plan administration, including 10 years as an information systems manager, trainer, and consultant for third party administrators. Ms. Carter recently authored the book HIPAA Compliance Handbook 2003 (Aspen Publishers) and is a frequent lecturer and writer on the HIPAA privacy and security regulations.
