Ms. Butts is a Special Assistant Attorney General focusing on health care and border issues. She is a former Commissioner of Insurance of the Texas Department of Insurance, where she also served in various other capacities, including Chief of Staff, Senior Associate Commissioner over the Regulation & Safety Program, and Deputy Commissioner in the Legal & Compliance Division. Prior to joining the Texas Department of Insurance, Ms. Butts was Assistant Attorney General for the State of Texas and served as the Chief of the Financial Litigation Division. She also served as Of Counsel to Hughes & Luce, L.L.P., where she practiced in the areas of insurance, health care, and administrative law.
