Howard has worked at 3M since 1985 and has been General Counsel, 3M Europe, Middle East & Africa, since 2004. 3M's EMEA Region included 30 national subsidiaries, with 16,000 employees, 40 manufacturing sites, 12 labs, and $6 billion in sales 2008. Prior to this assignment, he was Assistant General Counsel for 3M's Health Care Business. Howard has been involved in antitrust/competition law issues for many years, chairing 3M's antitrust practice group. In his current position, he has reviewed numerous competition law issues; been involved in several competition law investigations (in France, Spain and Turkey); and participated in workshops and conferences with members of DG Competition (European Commission), focusing on pricing, bundles and rebates.
