Howard has worked at 3M's Office of General Counsel since 1985. He is currently the assistant general counsel to the 3M Consumer & Office Business, which includes divisions that develop, manufacture, market and sell 3M's well-known consumer products, including Post-It notes, Scotch tape, Filtrete filters, Scotchbrite sponges and Nexcare bandages, with sales into all retail channels, including mass/clubs, office supplies, do-it-yourself, grocery, drug, dollar. Previously, Howard was general counsel, 3M Europe, Middle East & Africa (2004 - 2009) and assistant general counsel, 3M Health Care Business (2000 - 2004). Howard has been involved in antitrust/competition law issues throughout his career. He was chair of the Minnesota State Bar Association Antitrust section (2002-2003) and 3M's antitrust practice group (1996 - 2004), and he has been on the faculty of various antitrust/competition law conferences, including the Sedona Antitrust Law & Litigation Conference.
